"WE WARN that individuals who violate covenants of chastity, who abuse spouse or offspring, or who fail to fulfill family responsibilities will one day stand accountable before God. Further, we warn that the disintegration of the family will bring upon individuals, communities, and nations the calamities foretold by ancient and modern prophets.
I think "to fulfill family responsibilities" means the responsibility of the individual family member to contribute to the family. For instance the role of a father is to preside with the priesthood. A mother is to nurture and teach her children. Having to fulfill those roles is part of having a loving family. Calamity means "an event causing great and often sudden damage or distress; a disaster". I think they use this word because it explains that if these suggestions of having a strong, loving and faithful family are not used destruction and disaster will come upon your family. We need the gospel for us to be able to function in this world. We would not have eternity with each other if the gospel did not have family as it's main focus.
Doctrine and Covenants 1:17
'Wherefore, I the Lord, knowing the calamity which should come upon the inhabitants of the earth, called upon my servant Joseph Smith, Jun., and spake unto him from heaven, and gave him commandments;'
This scripture relates to the proclamation because Heavenly Father knew what damage his children would cause on this earth. We were able to be blessed with Joseph Smith who restored the gospel with commandments. He also gave us commandments and when we keep those we can have a successful happy life. I think "disintegration" of the family means that if and when a family falls apart it affects everyone's life around them. It also has consequences to it, when God jusges us we need to make sure we did our best on this earth.
